Quick answer: Most Nassau County roof work is on pitched shingle roofs over single-family houses: repairs after wind, flashing at chimneys and dormers, gutters and full tear-offs. Outside New York City, re-roofing falls under the New York State code, and the town or village issues the permit.

What Nassau roofs look like
Nassau's housing is largely post-war. Levittown is the famous example: between 1947 and 1951 Levitt and Sons built 17,447 houses on former farmland in the Town of Hempstead, Cape Cods and ranches with expansion attics, and virtually all of them have since been renovated and enlarged.
That history shapes the roofs. There are a lot of dormers, additions and roof-to-wall joints where flashing matters, and many houses that have been re-roofed before, so the layer count matters when it is time again.
The South Shore also took Hurricane Sandy hard in 2012: officials counted about 1,400 Nassau homes destroyed or left uninhabitable, more than 1,000 of them in the Town of Hempstead.

Rules that shape a Nassau roof job
Nassau is outside New York City, so roofs follow the New York State code, enforced by the towns and incorporated villages. Under that code a re-roof counts as an alteration that needs a permit, while small repairs generally do not.
The state code also limits when a new roof can go over an old one: not over two existing layers, not over a water-soaked roof, and not over slate or tile. When those apply, the old roof comes off to the deck.
